A disabled E-5 went to the VA Hospital on 29 May 2025 for a right knee exam after full knee replacement due to blood leaking into the artificial joint.He has a handicap placard on his dashboard but could not find a space with the white stripes next to it, all of those were already filled.  He had to park in one and a half blue square spots.  By ADA law a blue square at the entrance to a regular parking space DOES NOT make that a handicap space without the required white stripes on at least one side of the…
